Whatever Happened to Mandatory Recycling?

The question of how to manage recyclable materials is something that is often on the mind of recycling coordinators and materials management professionals. Where can mandatory recycling make a difference instead of simple landfill bans?

A recent national survey by the Northeast Recycling Council of the states and District of Columbia found that banning materials, rather than requiring recycling, is the strategy of choice for most states. Almost every state — Oklahoma was the only non-responding state to the survey — has at least something banned from disposal at its solid waste facilities . . . . By contrast, only 20 states have mandatory recycling of at least one commodity.
